Project Description

The Purpose

The Libby Parks District is spearheading an action plan to coordinate, connect, improve, and maintain area park and recreation amenities including City of Libby Parks, Port Authority-Kootenai Business Park, Flower Creek Snowshoe Complex, Sheldon Mountain, and City “Logger” trail system for the use and enjoyment of residents and visitors.

The Value

Libby has amazing resources and amazing opportunities. By focusing on key recreation connections, key partnerships, and improved management of the places to get outdoors in the Libby area, the community will remain an outstanding place to live, work and play for all.

Port Authority

With hundreds of acres available for public use, the Port Authority is a prime location to improve the existing recreational amenities, like the Fishing pond, RC Car track, and Moto-Cross track, and develop additional facilities, like the Swimming Pond (located near the fishing pond). After years in the works, the swimming pond design is complete and the material specified, now material purchase is being assessed to source contributions to fund the purchase and installation.

Flower Creek Snowshoe Trail

The plan is in place and improvements are underway. The key project Parks District with its partners including the City, County, Kootenai Nordic, DNRC, USFS, and private landowners, are pursuing improved connections from town, improved expanded trails in the Nordic Ski area, and an expanded non-motorized trail system to connect to the Leigh Lake road. The finalized trail route is with the USFS for environmental review, two stream crossing bridges are ready for installation and some of the trail is constructed.

Wayfinding

Maps and signs to find and enjoy the local trails and facilities are being developed to coordinate with the existing City of Libby wayfinding signs. The group is actively seeking sponsors to help fund the wayfinding program.

Project Partners

The Parks District is working closely with the City of Libby, Lincoln County, LORA, Logger Trail (urban trails) committee, Nordic Ski Club, and the Port Authority.

Diane Conradi is the founder/CEO of Montana Access Project. As an experienced attorney, founder and advisor to Whitefish Legacy Partners/Whitefish Trail, Montana State Parks Foundation, and appointed member to Montana's first State Parks and Recreation Board she has in-depth experience in creating, enhancing and sustaining high quality nature-based recreation access that supports economic vitality, community health and quality of life for residents and visitors alike.

KATE MCMAHON

MONTANA ACCESS PROJECT

Kathleen McMahon has 35 years of community planning experience. She has a Bachelor’s Degree in Urban and Regional Planning from the University of Illinois and a Masters Degree in Educational Technology from George Washington University. She is a member of the Montana Association of Planners, the American Institute of Certified Planners, and Montana Economic Development Association.

LECH NAUMOVICH

Lech Naumovich has been promoting conservation and restoration awareness through science, community involvement, media, public speaking. He earned a Master’s Degree in Restoration and Landscape Ecology from the Yale School for the Environment and then subsequently took his talents to work for various agencies including the US Forest Service, BLM, Fort Hunter Liggett – USARC, California Native Plant Society, as well as starting a restoration ecology non-profit named Golden Hour Restoration Institute.
